wow, i'm back. the problem with all the nand gates i've seen is that it depends on the electric coming from the inputs to cancel each other out. The electric from one input overpowers the other and the gate releases some electric.(that's why I asked for something that could release a constant flow of electric, or just a pattern)

@maybetomorrow: Yeah, that's a problem. But it's not with the and gates, it's with the "or but not and" (for lack of a better name gate. And I don't think that's possible, by the way.

I think one way to do it would be to have a thunder-clone next to a metal wire, then only let the thunder through (somehow) when the input is on.

Something that could turn the wheel clockwise then counterclockwise and repeat that while electricity is hitting the wheel. I was thinking something like an explosive on one side of the wheel and an explosive on the other side. Electricity on a wire detonates them so it could be timed. When they explode they turn the wheel in the direction of the explosion.(change the direction with block)
the problem is that the explosion has to be strong enough to turn the wheel while electric is hitting it.

but heres one thing with splitters that have wheels...you can make an extra battery smaller than the wheel and have the same effect...it's interesting anyways so i want to do it(the wheel splitter thing)

Not to mention the explosion would try to turn BOTH sides of the wheel at the same time. the best bet is to drop another element or get thunder to turn it, then get thunder to go through and time it. Stupid CLONE just clones at random... That makes it impossible.
I tried, I put about fifteen minutes, didn't work. OK, I'm done trying to get them in a pattern.

well if you closed the bomb into a block box with a thin opening that would blow air onto one side of the wheel, it wouldn't try to spin in both directions.
