What should I do in the event of someone bumping an old topic?

Lock thread and warn 'em. What I did was just give a verbal warning on the first bump then added 5% warnings for each additional bump.

That is what I do to, except in Story, Art, Serious Debate, and Spam boards.

Actually, I am unable to give warnings, or modify profiles in any way, so I am unable to give warnings to wrongdoers.

Click on someone's profile, go to modify profile, scroll down near the bottom, and you see a thing with warning level and notes.

Well, we should, especially me and JakeBob, as we administrate whole categories and be able to warn whoever breaks rules in our respectful categories.

In the event, I would first check to see if they are new. If they are, give them a warning pm...otherwise...

Actually, it doesn't really matter whether they are new or not. They should read the rules before even posting at all. If they don't, it's pretty much their fault.

You do have a point concerning reading the rules, but new or not, the first time is only a warning. Sometimes, I let the user have as much as five "freebies" before I give them a warning, which will be either 5% or 10%.

Speaking of bumps, Ganondorf (I'm not using his screen name, too hard to remember) bumped a topic in the Ham Race forum. I locked the topic, but I can't warn him. He's probably been warned by TDM, but I can't check.
