In other words, it has to be a program that uses a splashscreen on startup. You just change the image.
It would require a rediculous code modification to put one into a program that natively lacks a splashscreen. And even then, modifying codes can be illegal.

...Thats not how Splashscreens work. Splashscreens are a seperate window. A seperate application. The image is included when it, being a part of the entire program, is compiled.
