By publicly I mean forum-wise.
Anyway, it looks like he's blatantly stealing because he didn't say it was from another source on his post and its an image a lot of people are familiar with.

technically it is, though its not that available because we don'y expect people to go through the chat history pages. Its just simply simpler if its on the thread, that's all.
