ive noticed that weapons have a little number 1 next to them, whats that mea? Can they level up or sumfin?

no they can't level up. the level number is just an index number that implies the strength and complexity of that weapon. there are exceptions and also it kind of depends on your personal opinion but in general you can assume that the weapons with the higher numbers are better and stronger.
