What I would suggest is that there is a seperate COmment Board/Upload Menu for the actual elite? This means that the n00bs would have no means to annoy us and Dan-Ball would still get as much money. My idea runs as thus:
1) A certain uploader (we'll call him Bob) continually produces above-average uploads. Specially appointed PG 'mods' would be able to vote for them to enter the list of elite uploaders.
2) He succeeds and is accepted into the elite. This means: I) Bob's account is allowed into the elite comment board. This means that he can speak without his cooment being flooded out by noob comments. II) Bob's account is automatically primed to upload into a different 'Save Data' folder that only the elite can upload into. Thus this folder is full of good uploads, and he no longer has to endure swathes of noob uploads.
3) SO, let's assume that Bob turns noob. He starts to votescam or noob upload into the Elite Save Data folder. Here 'Jim' comes into play. Jim is another elite, and he has grown tired of Bob's noobishness.
4) Jim flags Bob's account for Mod review. A mod is hence alerted to the account's uploads and looks at them.
5) The Mod denounces Bob as spammy. Bob's elite privileges are removed and he becomes a standard uploader again.
Oh, yes, only the Elite can be mods. Naturally. This could work, as it would keep Dan-Ball's income up while allowing actual PG pros to be well known by other pros. A community of pros could spring up, and the great unwashed would be kept away.

I don't think the upload and comments should go together, though. Some people are great uploaders but also trolls, and some are intelligent, helpful commenters that just don't have time to upload.
