With the new v2 skin coming out soon, i think it would be a good time to try and clear the H/F of the huge clutter. One way im using on the test site, is hosting the codes off site and stating what they do under it.
Example: The currency code, which is very large, is brought down to this:

We can leave all the parts we need to edit of the codes in the H/F, but keep the rest of the code off site as well.
Another thing we can and should do either way is removing some of the really unnecessary codes.
Some of these include:
Post Resize (isn't needed in v2) Post Head/Base Images (isn't needed in v2) Sig Resize (isn't needed in v2) Cat Splitter (isn't needed in v2) Welcome Table Thingie (Can be merged to Info Center in v2) The Governor (What does this do??) Custom Stars (Do we really need them?) Report to Admin (They can just PM us) Tip Box (wtf?)
Some of these codes aren't necessary in v2, (top 4) and will be deleted when we transition over.
Others, just plain aren't necessary. I have no clue what the governor code does or is supposed to do. The Tip Box is weird, and report to admin seems to malfunction if you have certain symbols in your name. (Kill3r's "~" thingies)
As for the Welcome Table, as I was telling qwerty: I can merge the main message section of it to the info center, and put the affiliates in a separate table at the bottom. The staff section, seeing as it doesn't make much sense, might as well be deleted. (You may notice a link in the bottom right corner of the test skin linking to the staff page.)
The Custom Stars are a code that i don't really like. Stars are used to show rank, and when everyone (almost) has something different, it gets confusing. The code is very large, and most of it cannot be remotely hosted since you have to edit it.

The custom star code, we are keeping. Period.
We don't have to remotely host every single code, just the ones that we don't need to edit much.
Just because you can't see what the governor does, doesn't mean it doesn't do anything. Only Listo can see what it does.
We can remove "Report to Admin".
We should definitely keep the welcome table. There is no good reason for removing it.
So, we can simply remove the Report to Admin code, and host the non-editable codes off-site.
I notice you forgot the main headers and footers...

If I could have my way, I would take away custom name colors and custom stars in order to allow for better differentiation of ranks, especially in the case of name colors to allow for color-coded staff, complete with a color/rank indicator in the bottom of the information table. That would be quite unpopular with everyone else, who will want to express themselves creatively. Opinion: Prefer to remove, but may have to keep out of popular opinion if such opinion exists.This is the Governor code and its purpose, although the images won't show when I click on their URLs... So far, we haven't ever really needed to use the Governor, and we will probably ban people before we ban individual things, so this may not ever be necessary for us. It is a nice code, and I understand why it was made, but we can probably do without it unless we learn otherwise from TheListo or G. As a matter of fact, let me see if TheListo is capable of seeing and working with it... I agree with GV on the custom star thing, but the custom name color is still okay in my opinion.
Qwerty, i did mention the Main H/F, i talked about the welcome table and the cat splitter.
Also, what are your opinions on the paypal tip box?

It doesn't look like TheListo has access to the Governor. We can probably get rid of that code. I will update my previous post to reflect that decision...

We gotta keep the tip box. Listo's command.
We need to go along with the popular opinion. People want to express themselves. As such, we should keep names and stars. If someone wants to see ranks, they can just go to the "members" button and look at "staff", or just view their profile.
The welcome table... It will need modification, but we need a way to work it in. If a new member comes on, they need something to guide them to some good threads to view first, not just a forum, sitting there. If the welcome table doesn't work with the new skin, then we can keep the old skin, or make it work with the new skin. Plus, it has the list of staff, the PM button, and our affiliates. Besides, I look forward to coming online and being greeted with a random welcome message.
If we got rid of it, we would have to reinstate the 'report post' code, because no new members would know who the high staff were or how to contact them.

I would much prefer that the Welcome Message you have be kept underneath the title of the forums. It's in plain view, albeit small, and would still be a nice greeting.
The randomized message from the Welcome Table itself could probably go into the top of the Information Center. I would imagine that many users check the Information Center for just that - information, and so would see the message there.
I think that a Welcome Table of some kind or another should be kept on the new skin, especially for when we have new members. The table would at the very least have a link to a thread in the New Members board in the Importants category, and it whould mention "who's in charge"...

UPDATE: Governor code doesn't work. We might as well remove it. I tried it on my test skin, and it doesn't do what its supposed to do (i looked it up to see what its supposed to do)
