For some strange reson, I am now unable to upload anything on PG! I even tried making a new account, and using a different computer, but nothing seems to work. If anyone knows how to help or knows someone who could help! Please, I thank you!

the problem is so many uploads you can only upload if there have been less than 50 uploads in the past twelve hours i would suggest start a petition to increase 50 to 100

It even says "input title and press OK!" I already have several pages of uploads, so I kind of know what I'm doing, arlight? Thanks anyway.

No need to start throwing insults around, artcourse.
If it says "Input title and push OK", do that, then leave it for a while. Open the save game page in a new tab and check to see that your upload is there. Once it's there, you can close the PG tab.
It's done this to me a couple of times, and both times it was because I thought the game had frozen and stopped working, so I closed the tab it was in. I tried a few minutes later, and it said I'd uploaded.

Find relationship in times between your timezone and Japanese timezone. Find the 50th newest upload(3rd page, 3rd row, 3rd from the right), and check the time it was uploaded. It should be <12 hours from current Japanese time time. Add 12 hours to the time that the upload was uploaded. You should now have the time that one more spot will open up for an upload, however, this is Japanese time. You will have to convert that time into whatever time it will be in your own time zone. The converted time will be when you can upload. I tried this myself once and it was accurate by a minute, probably would have been perfect if I the browser didn't start freezing a bit...
20:57 12/23/09 -uploaded Japanese time (conversion to PST[my time{-17 hours}]) 3:57 12/23/09 -uploaded PST (added 12 hours to upload time) 15:57 12/23/09 -12 hour expiration date PST
3:57 pm 12/23/09 PST
If this is right, an upload spot opens at 3:57 pm PST, then another upload will expire 4 minutes later, and open another upload spot 4 minutes later at 4:01 pm PST, then another 1 minute later, at 4:02, then 4:03, then 4:04, then 4:06.
So basically a wave of upload spots will begin opening at 3:57 PST, so if you can't upload at 3:57 PST, don't be bummed, because a new upload spot reopens in 4:01 PST.
Of course this is just a theory so far that has only worked once, but I'm pretty confident that it works.
If this didn't work for you then tell me the times you tried uploading. It this did work for you then tell me anyway.
Oops, I forgot to try uploading at 3:57 PST... Well, my next guess is 6:02 PST...
