Assuming it sucks because you guys don't have staff positions, bring active members and keep them on. With many active members, our current staff count will be too small and we will have to hire more members.
Assuming it sucks because we aren't any good with codes, become fluent in HTML, JavaScript, and CSS and remain active in the forums. Members who are fluent in those languages will likely be given a staff position with H/F access. "Native coders," so to type, who remain active and trustworthy are in great demand.
Assuming it sucks because we don't have enough stimulation, start coming up with and joining contests, shops, and miscellaneous discussions and forum games. Those who make a game or discussion hot with activity and popularity are almost guaranteed to feel involved, especially if you are extremely active in at least three active, popular threads.
Assuming it sucks just because, change your attitudes.

Good point. The people that say it sucks most are the ones doing the least to do something about it. The new members think it's just fine, and guess what? They are more active.
