I've seen images like that before.
But we went through this in the other thread about him, its likely made by a tutorial.
I say that unless we find an exact copy of that image stated to be someone else's property, it can just as well be another GIMP effect.
Sorry for the bump. But noone had responded, i thought it should have been wrapped up.

No, we settled it by posting in a few other threads. He didn't charge for it and said to the buyer on chat that it wasn't his.
